Why this tier exists

A small federal contractor who finds an opportunity once it’s posted as a full RFP is already late. The contracting officer has already drafted a Statement of Work, often with input from incumbents and capability statements submitted during the Sources Sought phase. By the time you see the RFP, the requirement reflects somebody else’s capabilities.
